In the context of rental properties, landlords bear the capital costs of energy efficiency upgrades, yet it is tenants who enjoy the resulting reduction in utility expenses.

Energy finance analyst Jay Gordon emphasized that this misalignment effectively eliminates any financial motivation for property owners to act.

The disparity in solar adoption rates starkly illustrates this dynamic.

Research from Energy Consumers Australia revealed that 44 percent of owner-occupiers had installed solar panels, compared with a mere 11 percent of rented homes.
