EN: "Rather than" introduces a contrast or alternative, often placed sentence-initially. When functioning as a preposition or conjunction with an implied action, it is frequently followed by a gerund (-ing form) or a bare infinitive. Here, "Rather than merely lamenting..." sets up the rejected or secondary action before the main clause introduces the proactive alternative.
Rather than waiting for government subsidies, the local cooperative launched its own solar power initiative.
EN: The idiom "to take matters into one's own hands" means to deal with a problem oneself directly, typically after authorities, official bodies, or expected processes have failed to resolve it or acted too slowly.

EN: "Degrading the River Dart" functions as a reduced relative clause (present participle phrase) modifying "the persistent water pollution". It is equivalent to "which is degrading the River Dart" or "that degrades the River Dart", providing a concise, high-register descriptive modification.
Urban runoff containing heavy metals is degrading the coastal estuary.
EN: In the UK, sewage discharges into chalk streams and scenic rivers like the River Dart in Devon have become a major political and public scandal. Privatised water companies have faced intense backlash from grassroots groups for chronic underinvestment, prompting a surge in citizen science where local residents monitor water quality themselves.
EN: The past participles 'called' and 'known as' are used here as reduced relative clauses (post-nominal participle clauses) functioning as adjectival modifiers. 'called Friends of the Dart' is elliptical for 'which is called Friends of the Dart', and 'known as River Hub' is elliptical for 'which is known as River Hub'. This structure allows concise naming without cluttering the sentence with relative pronouns.
A local charity known as Green Earth has launched a campaign aimed at reducing urban waste.
EN: The present perfect tense ('has developed') connects a past completed action to the present narrative context, emphasising the current relevance, completion, or availability of the platform rather than merely the specific timestamp of its development.

EN: In the United Kingdom, local grassroots conservation groups frequently adopt the moniker 'Friends of [River/Park/Wood]' (such as Friends of the Dart). These community interest groups play an increasingly critical role in British environmental activism—often stepping into regulatory voids to conduct independent water testing, monitor sewage discharges by privatised water utilities, and hold official statutory bodies to account.
EN: Parallel structure (parallelism) using a series of three transitive verbs: 'flags', 'identifies', and 'outlines'. Each verb takes a distinct object structure (noun phrase + prepositional phrase, noun phrase + restrictive relative clause, and embedded wh- interrogative clause acting as a noun clause), demonstrating structural balance and cohesion.
The application monitors local air quality, alerts users who suffer from respiratory issues, and indicates when outdoor activities should be avoided.
EN: Embedded wh-clause as a direct object: 'where infrastructure improvements are scheduled' functions as a nominal clause governed by the transitive verb 'outlines'. Notice standard declarative word order (subject + auxiliary + participle: 'infrastructure improvements' + 'are' + 'scheduled') rather than inverted question order.
The dashboard displays where emergency shelters are located during severe flooding.
EN: In the United Kingdom, combined sewer overflows (CSOs) that discharge untreated sewage into natural waterways have sparked widespread public indignation. Initiatives like 'River Hub' represent a growing trend of citizen science, where local communities bypass slow government responses and compile independent, data-driven platforms to hold privatized water monopolies accountable.
EN: The formal construction 'it is incumbent upon [someone] to [do something]' functions as an impersonal structure expressing moral obligation, duty, or official responsibility. 'It' serves as a dummy subject (preparatory subject), while the real subject is the subsequent infinitive clause ('to furnish...').

EN: In the UK, 'citizen science' has become a critical grassroots movement, particularly regarding water quality. Public distrust in privatised water companies (such as South West Water) and underfunded regulatory agencies (such as the Environment Agency) has led local communities to independently test rivers and publish raw data themselves.
EN: Appositive phrases (noun phrases set off by commas, such as 'one of the platform's designers') are used immediately after a proper noun to provide essential background information or professional credentials without creating a separate relative clause.

Patient records are reviewed on an individual basis to tailor effective treatment plans.
EN: The spelling 'organisation' reflects standard British English orthography (using '-ise' rather than American '-ize'). In the UK, public dissatisfaction with privatised water utility companies over untreated sewage discharges into rivers and coastal areas has become a prominent national political issue, sparking grassroots citizen-science platforms that track and publicise environmental data directly.
EN: The verb 'coincide with' is an intransitive verb phrase meaning that two events happen at the same time by chance or correlation. It is frequently paired with a noun phrase indicating an event or development (e.g., 'coincides with a milestone / announcement').

EN: In recent years, the discharge of untreated sewage into UK rivers and coastal waters by privatised water companies (such as South West Water) has become a major public scandal and political flashpoint. Landmark fines reflect intensifying regulatory pressure from bodies like the Environment Agency, as well as mounting public outrage amplified by citizen science groups.
EN: Locative/Prepositional Inversion: When a prepositional phrase expressing location or inclusion (e.g., 'Among the...') is placed at the front of a clause for emphasis or cohesion, the subject and the verb invert (Prepositional Phrase + Verb + Subject). Here, the true subject is 'Cornwall's River Camel', and the verb is 'was'.
Among the candidates considered for the position was Dr. Evans.
EN: Non-restrictive Relative Clause with Embedded Parenthetical: The relative clause introduced by 'which' provides extra, non-defining information about 'River Camel'. It embeds a parenthetical comparison ('like the Dart') between commas before continuing with the predicate ('originates...').
The historic cathedral, which, like the town hall, dates back to the twelfth century, attracts thousands of visitors.
EN: Preposition Followed by a Gerund ('before descending'): Prepositions of temporal sequence such as 'before' or 'after' are followed by a gerund (-ing form) when the implicit subject of the action is identical to the subject of the governing clause ('which' referring to the river).

EN: The 'moors' refers to the upland areas of southwest England, notably Dartmoor and Bodmin Moor, characterized by acidic peat soils, heather, and wild open expanses where major regional rivers (like the Dart and Camel) originate. EN: Negative/restrictive adverbial inversion: When a negative or restrictive adverb like 'seldom', 'rarely', 'hardly', or 'never' is placed at the beginning of a clause for rhetorical emphasis, subject-auxiliary inversion is required (Negative Adverb + Auxiliary Verb + Subject + Main Verb).

In recent years, public outrage has surged over frequent discharges of untreated sewage into cherished rivers and coastal bathing waters. Record-breaking regulatory fines signal escalating government and regulatory scrutiny over utility infrastructure failures.
EN: The conjunction 'as' is used here to denote simultaneous actions or temporal coincidence ('at the same time that'). In journalistic writing, constructions like 'comes as [subject] [verb]' frequently contextualise breaking events within a broader political or social backdrop.
The announcement comes as regulators across Europe intensify their scrutiny of tech monopolies.

EN: Inverted conditional with 'should': In formal and written English, conditional clauses introduced by 'if' can be inverted by omitting 'if' and placing the auxiliary verb 'should' before the subject (e.g., 'If initiatives should prove...' becomes 'Should initiatives prove...').
